RESOLUTION RULES

Resolves YES if NiHSA, NEMA, NiMet, a state emergency agency, or at least one credible national news source publishes a major flood alert or warning naming Lagos, Rivers, Delta, Bayelsa, Kogi, Niger, Benue, or the FCT before 11:59 PM WAT on July 15, 2026. Resolves NO if no qualifying alert or warning names any of the listed states/FCT by the deadline. A general rainy season update should not count unless it clearly includes a flood alert or warning for at least one of the listed locations.
